The members of the UF board find this [justification in the delay in increments being paid] concerning.
The UF and GRC management both signed the CBA many years ago agreeing June 30th is the deadline for faulty to submit in-service credits. After they are submitted, it is the legal obligation of administration to process those submissions. The process is now, as it has always been, controlled by management, and they have an obligation to pay people for the work they have done and reported on.
If there are a few people whose particular submissions are incomplete, management is within their rights to request these submissions be completed. It is unethical, and for private sector workers could be a cause of legal action on wage theft, to use these few instances to withhold pay from all other people who earned increments.
Management's requirement that unionized employees submit increments by June 30th has the expectation that summer months would be the time to process changes and provide correct pay by the following academic year. Their failure to do so is continued demonstration that they are unable or unwilling to support employee growth and faculty work.
We will continue to advocate for the basic workplace standard that management follow their contractual obligations.
